Alcoholic Beverages on Campus

Administrative Procedure 6.301

Elgin Community College will permit the consumption of alcoholic beverages in accordance with the following parameters. The President has final authority to permit the serving of alcoholic beverages. 

Definition

Elgin Community College defines alcoholic beverages as wine and beer.

Types of Events

Any service of alcoholic beverages must be accompanied by, and served with food, after 5:00 p.m. except on Saturdays, Sundays, or holidays. No alcoholic beverages will be served at any student-sponsored event or any college or community athletic event. 

Service

All servers of alcoholic beverages will be ECC employees fully trained in the Beverage Alcohol Sellers and Servers Education Training Program (BASSETT). This includes training in procedures to verify the ages of guests. All alcoholic beverages served on the ECC campus will be poured and served to guests. Servers are required to be at least 18 years of age. Alcoholic beverage service will be limited to the area designated by ECC Event Coordinator for the specific event. Every effort will be made to separate the event space from other student activities if the event occurs when classes are underway.

Procedures

All alcoholic beverage requests must be made to Facilities Rental. Facilities Rental Event Coordinator will obtain written approval for alcohol service from the President of ECC and will forward service information to the Director of Food Services and Director of Retail Operations. Donated alcoholic beverages will only be accepted from licensed beverage distributors and wholesalers. Donations must be coordinated with the Director of Food Services and/or the Director of Retail Operations in order to ensure proper handling and storage.

Purchasing

The Director of Food Services will purchase alcoholic beverages through local distributing companies. He/she will be responsible for all alcoholic beverages purchased, stored, and distributed by ECC. All alcoholic beverages purchased will be documented. An audit of unused alcoholic beverages will be performed by the Director of Food Services. The President shall receive a copy of the audit.

No ECC departmental budget dollars shall underwrite the purchase of alcoholic beverages for an ECC event.

Storage

Alcoholic beverages will be stored in a locked storage room in specially designed cages that will have a stand-alone key lock.
