Towing of Vehicles

Administrative Procedure 3.703

Elgin Community College's policy is to comply with all Illinois statutes, including (625 ILCS 5/4-203) regarding the towing of vehicles from campus property. The following procedures shall be followed when any vehicle is towed from Campus property.

  1. Any vehicle parked on the property of Elgin Community College in violation of parking regulations is subject to towing at the vehicle owner’s expense.
  2. Vehicles shall not be towed unless they pose a hazard, impede the normal flow of traffic, are parked in restricted areas without the proper permit, violate the overnight parking prohibition, or the driver refuses to comply with parking regulations when verbally directed by the Elgin Community College Police Department.
  3. Prior to towing any vehicle, the Elgin Community College Police Department shall attempt to locate the driver of the vehicle to have the vehicle moved.
  4. All Elgin Community College Police Officers are authorized to call for the tow of a vehicle in violation of parking regulations.  Any vehicle towed shall be issued an ECC parking ticket prior to the tow.
  5. The Elgin Community College Police Officer who determines that a tow is necessary shall call the contracted towing service to request the tow and advise the towing service of the location of the vehicle.
