Public Bids: Become a Vendor

Welcome to the Public Bids page for Elgin Community College. This section is dedicated to transparency in our purchasing processes and meeting legal requirements for public procurement.

If your company would like to be added to our bid distribution list and receive notifications for future bid opportunities, please email the Purchasing Department at purchasing@elgin.edu with the following information:

  • Company Name
  • Contact
  • Email
  • Phone
  • Location - City and State
  • Industry, Product or Service Categories for which you would like to receive bid notifications

Types of Purchases

  • State Law Compliance: While state law does not allow the college to provide preference to local vendors, we actively encourage vendors based within the college district to submit bids.
  • Invitations for Bids: Purchases Over $25,000: Bids are competitive and must be sealed by the vendor. Bids submitted through the BHFX website are sealed. Awards are made to the lowest, most responsible bidder whose bid complies with the terms, conditions, and specifications outlined in the bid document.
  • Non-Biddable Purchases/RFPs Over $25,000: Certain purchases, including specific supplies, materials, or creative or information technology services, are exempt from bid law.
  • Requests for Quotes: Purchases Between $5,000 and $25,000: The college requires three competitive written quotations for projects in this range before awarding, generally based on the lowest-priced quote.
  • Purchases of Less Than $5,000: Competitive quotations are not required for awards in this price range, though they are encouraged when practical.

How to Submit a Bid

To participate in the bidding process, please follow these steps:

  1. Review current bid opportunities found through
  2. Download the bid document(s) posted on the BHFX website
  3. Prepare your bid response in accordance with the specifications outlined within the document
  4. Submit your completed and signed bid document by the deadline and location specified within the bid document
