Michael Shirley held a deep and genuine concern for Illinois High School Diploma (GED) graduates, especially adult learners who were balancing their own studies while raising teenagers. He believed strongly in creating pathways that supported these students’ unique challenges, ensuring that ECC remained a place where adult learners could thrive, advance, and transform their futures.

Shirley also carried a sense of pride in being one of the rare presidents promoted from within the institution—a distinction previously held only by Gil Renner. This legacy continued when Dr. Peggy Heinrich became president in 2024, marking another milestone in ECC’s tradition of cultivating leadership from within.

A forward-thinking and strategic leader, Shirley reenergized ECC’s planning efforts by reshaping the planning committee to focus on the long-range 2020 building plan. His ability to anticipate emerging needs, advocate for innovative solutions, and guide institutional vision positioned the college to grow thoughtfully and sustainably.

Carole Akemann, Director of Marketing and Public Information, fondly remembers Shirley as “the planner and continuous improvement champion, recognizing the importance of strategic, long-term thinking and planning.” His leadership style emphasized preparation, collaboration, and an unwavering commitment to ongoing improvement.

Among his many accomplishments, Shirley regarded his greatest achievement as leaving the institution stronger than when he arrived—financially, academically, and structurally. His legacy at ECC is defined by thoughtful stewardship, forward-looking planning, and a heartfelt dedication to the students and community he served.
